Description: South-Central Ontario Orthophotography Project 2023 (SCOOP)
SCOOP 2023 will capture 20 cm (or better) resolution, leaf-off, multi-spectral imagery, accurate to within 50 cm “on the ground”. Partners will have access to all imagery products, including the orthophotography, stereo data and digital elevation surface models.
LIO covers approximately 40 percent of acquisition costs. Remaining costs are shared by partner organizations. As more partners join, costs for each decrease. Partners benefit from significant costs savings when compared to acquiring the imagery on their own.
Partnership benefits:
- Access to up-to-date, high-quality imagery for mapping, analysis and interpretation.
- Save on acquisition costs—in some cases over 90 percent.
- Land Information Ontario is responsible for project management and risks.
A steering committee of project partners and LIO representatives provides oversight for the project, support the development of partnerships across public and private sectors and assist with logistics prior to acquisition.

LIO Imagery Acquisition Program:
Up-to-date imagery is critical for mapping as well as land use planning, asset management, research, analysis, emergency planning, compliance enforcement and much more. The Program coordinates partnerships to acquire new imagery on five-year refresh cycles. Since 2013, over 420,000 square kilometres of aerial imagery has been captured throughout Ontario.
How to participate:
Participation requires a minimum payment of $1,000. Total funding commitment is based on the number of 1 sq km tiles within the organization’s area of interest.
An agreement between partners and the Ministry of Northern Development, Mines, Natural Resources and Forestry (NDMNRF) will govern funding and identify the terms and conditions of data use. The King’s Printer for Ontario retains ownership of the data. The imagery is expected to be available to partners in early 2024.
