I used the Erase tool on Parcels_011224 with Parcels_011224_IntSCAPartial_ManuallyVerified to remove portions of parcels that are not conserved and then appended Parcels_011224_IntSCAPartial_ManuallyVerified. This is a workaround for the Split tool that wasn't working.
A PartialYes value for IntStaConsAreaVerified means the feature, which was previously part of a larger feature, is conserved. A PartialNo value for IntStaConsAreaVerified means the feature, which was previously part of a larger feature, is NOT conserved. A Full value for IntStaConsAreaVerified means the entire feature is conserved.
Note the Parcels_011224l boundaries did not align well with the StateConservationAreas_BlockIsland_EPSG3438, so I used my best judgement to determine when something was full or partially conserved, and when I adjusted the partial boundaries. There are likely some human errors in this layer.

A Y value for the IntWetland attribute means the parcel intersects with NationalWetlandsInventory_BlockIsland_EPSG3438_Merged. A Y value for the IntWetlandBuffer attribute means the parcel intersects with NationalWetlandsInventory_BlockIsland_EPSG3438_BufferOnly.
Note some parcel features overlap with other parcel features. OBJECTID 877 (AV_PID 2141) overlaps with OBJECTID 0 (AV_PID 184552).
Many parcels only minorly overlap with LocalConservationAreas_BlockIsland_EPSG3438. A Full value for the IntLocConsAreaVerified means the parcel appears like it should fully overlap with the LocalConservationAreas_BlockIsland_EPSG3438. A Partial value for the IntLocConsAreaVerified means the parcel appears like it should only partially overlap with the LocalConservationAreas_BlockIsland_EPSG3438. For example there might be a cutout in the center for a home, or only half the parcel is conserved. These features can also be found in Parcels_011224_IntLCA_ManuallyVerified in the Conserved Lands feature dataset.

The FloodHazard_ZoneSubtype attribute represents the flood hazard for each parcel, based on overlap with DFIRM_FloodHazardAreas_BlockIsland_EPSG3438 and the ZONE_SUBTY attribute. These are ordered by level of risk. "Partial" means that only a part of the full parcel contains this flood hazard type & "Full" means the entire parcel is under this flood hazard type.
The ZoningDistrict attribute represents the Zoning District for each parcel, based on overlap with ZoningDistricts_BlockIslandEPSG3438. Note these two layer boundaries did not completely align so I used manual verification. I set the PD zones to PD_NHC and PD_RC, assuming each PD area had the same setbacks as NHD & RC respectively.
Setback_Conservative represents the largest minimum setback value identified in the New Shoreham zoning ordinance (see here Appendix C in this document: https://clerkshq.com/NewShoreham-RI?docId=NShoreAppE&path=NewShoreham_Code%2CNShoreP2%2CNShoreAppE%2C). Rear, Side, and Front setbacks are not distinguished here. I assumed the PD zone near the New Harbor Commercial had NHC setback rules and the PD zone near the Residential C Zone had RC setback rules.
